City of Joondalup adopts 2022-23 budget and rates increase

The City of Joondalup ratepayers will see a 4.09 percent rate increase after the council adopted the 2022-23 budget on Tuesday night.

Mayor Albert Jacob said while it was an increase, two-thirds of residential properties would be paying less than what they were charged in 2019-20, and it was “significantly lower” than CPI, which is currently at 7.6 percent.

“On any fair measure, this is a responsible budget that allows the City of Joondalup to have one of the lowest rating levels in the State, both in terms of rate in the dollar and minimum rate levels,” Mr. Jacob said.

Following the council voting 8-5 to again implement differential rates in 2022-23, the cents in the dollar for improved residential properties will be set at 6.2668, with the minimum payment remaining at $850.

Commercial improved rates will be set at 6.9784 and industrial at 6.3464, with minimum payments remaining at $929.

However, these properties will also get COVID-19 discounts of $150 and $75, respectively.

Vacant properties will again face more expensive rates set at 11.7391 to encourage landowners to develop the land.

However, Cr John Chester said he believed this was “social engineering,” which he had consistently voted against.

“People should be allowed to hold land in whatever status they choose,” he said.

He also said vacant sites had “little impact on amenity” and did not use city resources, meaning they should are put on lower rates, not higher ones.

Cr Russell Poliwka also said he did not support differential rates penalizing commercial ratepayers; He would call on the city to investigate not implementing them for the next budget.

Mr. Jacob said while the changed economic environment had influenced the budget, it would continue to provide quality programs and services while minimizing the rates burden for residents.

The budget, passed 10-3, will see the city receive $105.3 million from rates, making up the majority of the $153.9 million operating revenue.

It also has an operating expenditure of $165 million – predominately made up of $68.4 million in employee costs and $56.5 million in materials and contracts – and a capital expenditure of s $53.8 million – predominately made up of $48.2 million in capital works projects.

Joondalup

Highlights include $3.5 million for a new Ocean Reef Sea Sports Club facility, $2.3 million for the redevelopment of the Chichester Park clubroom, and $1.95 million for Craigie Leisure Centre.

Ocean Reef Park will also get $1.7 million for toilets and changerooms reconstruction, playspace renewal, and irrigation upgrade, and $814,000 will progress the Sorrento Surf Life Saving Club redevelopment.

The city’s coastal shared path will also benefit from $1.6 million for widening and upgrading works on the older areas, and $1.4 million will upgrade the intersection at Joondalup and Hodges drives.

The Leafy City program also returns with a $500,000 allocation.
